- To conduct educational measurement and evaluation studies;
- To examine the status of basic education, overall quality of instruction in schools, as well as factors affecting student development and health in Macau;
- To analyze international trend in education, evaluate the effectiveness of education policy implementation,identity education demands and predict possible future education development;
- To inform education decision-makers and stakeholders;
- To provide professional consultancy and advice;

- To engage in regional, national and international collaborations in educational measurement and evaluation.
